1) What is a Texas Education Freedom Account (TEFA)?
A TEFA is a state-funded education savings account for eligible K–12 students in Texas. If a child is approved, the state deposits funds into a secure online account (a “digital wallet”). Families can then use those funds for approved education-related expenses at participating schools or education providers.
The program is administered by the Texas Comptroller of Public Accounts, and accounts will be managed through an approved vendor platform called Odyssey.
2) How much funding could a child receive?
Final award amounts depend on eligibility, but current state guidance indicates:

Private school students: approximately $10,000–$10,800 per year
(exact amounts are still being finalized)

Homeschool students: approximately $2,000 per year

Students with disabilities: may qualify for up to $30,000 per year
Most students who are approved are expected to fall into the private school category.
3) What can TEFA funds be used for?
Approved uses currently include:

Tuition and registration fees

Uniforms and textbooks

Tutoring and educational therapies
-
Technology (limited to 10% of funds)

School breakfast and lunch
At this time, sports fees, activity fees, and field trips are not approved uses.
4) Who is eligible?
Any Texas K–12 student who is a U.S. citizen or lawful resident and lives in Texas may apply.
Because TEFA funding is limited, students are placed into four priority categories:

Category 1:

Student has a qualifying disability, and
-
Household income at or below 500% of the Federal Poverty Level (FPL)

Category 2:

Category 3:

Category 4:
Once a student is approved, siblings are also eligible, and funding continues through 12th grade, with unused funds rolling over year to year.
Income is measured using Adjusted Gross Income (AGI) from the family’s federal tax return (the first year will use the 2024 return).
5) Guidance for families of children with disabilities
TEFA provides two important supports:
Priority status:
Families may submit documentation from a qualified professional (or a Full Individual Evaluation) verifying a qualifying disability such as learning disabilities (including dyslexia), autism, speech impairment, emotional disturbance, physical disability, or traumatic brain injury.
Increased funding:
An IEP is required to qualify for higher funding (up to ~$30,000). Families may request evaluations from their local school district, even if the child is currently privately educated.

7) Pre-K note (3- and 4-year-olds)
TEFA also includes support for eligible Pre-K students. Eligibility may include children who are educationally disadvantaged, English-language learners, military-connected, in foster care, homeless, or children of certain public school teachers or Star of Texas Award recipients.
